HCMC – Motorcycles over five years old will soon require periodic emissions testing, with owners mandated to bring their vehicles to inspection centers for checks, according to Circular No. 47/2024/TT-BGTVT issued by the Ministry of Transport (MOT).
The circular, effective January 1, 2025, outlines specific requirements for motorcycle and scooter emissions testing. Vehicles less than five years old are exempt from these inspections.
For motorcycles and scooters older than five years, testing intervals will depend on their age: Vehicles up to five years old: Exempt from testing, vehicles 5–12 years old: Inspections required every 24 months and vehicles older than 12 years: Inspections required every 12 months.
Inspection results will be issued as electronic certificates, integrated with the owner’s digital identification account.
Although the circular becomes effective in 2025, Vietnam Register clarified that this is not the official start date for emissions testing at inspection centers. The timeline and roadmap for implementation will align with the Environmental Protection Law.
This policy follows Decision No. 1191/QĐ-BGTVT, under which the Ministry of Transport aims to reduce 45.62 million tons of CO2 emissions in the transportation sector by 2030. Measures include limiting fuel consumption for motorcycles and ensuring all new motorcycles meet a fuel efficiency standard of 2.3 liters per 100 kilometers by 2030.
In addition to reducing emissions from private vehicles, the ministry is prioritizing the expansion of public transportation networks in major cities to encourage a shift away from private vehicles.
