HCMC – The HCMC Department of Transport is planning to launch emissions testing for motorcycles and scooters, including the creation of a network of testing facilities.
The plan focuses on three main priorities: raising public awareness of state policies and regulations on motorcycle and scooter emissions testing and establishing a network of testing facilities across HCMC.
The department has partnered with 19 motor vehicle registration centers in HCMC that meet legal requirements to conduct emissions tests.
It is also working with the Vietnam Association of Motorcycle Manufacturers and major manufacturers to incorporate authorized dealerships’ maintenance and repair systems into the emissions testing process.
To ensure proper implementation, the department is collaborating with Vietnam Registry to provide training for registration officers and manufacturer staff, certifying them as emissions testing professionals. A public list of authorized testing centers will be made available to help residents easily locate testing facilities.
While the emissions testing roadmap aligns with Vietnam’s environmental protection law, it will not take effect until after January 1, 2025.
With over 9.5 million registered motorbikes in HCMC, the Department of Transport and registration centers are preparing the necessary personnel, infrastructure, and public guidance to support the rollout.
