HCMC – Deputy Prime Minister Tran Hong Ha has directed Hanoi authorities to expedite a project diverting water from the Red River into the To Lich River, emphasizing local decision-making and accountability.

The move follows Hanoi City’s proposal and consultations with relevant ministries, aiming to combat pollution, enhance public health, and restore To Lich River’s ecosystem. With wastewater now being redirected to the Yen Xa treatment plant, the project will focus on transferring clean water, managing stormwater, and improving urban aesthetics.

Hanoi City has the authority to approve and execute urgent public investment projects, ensuring an efficient and streamlined rollout.

The deputy prime minister proposes exploring advanced sedimentation and filtration technologies to improve Red River water quality while considering the possibility of supplying water back to the To Lich River, instead of discharging it into the Red River

Environmental and social impact assessments will be crucial to ensure the project does not compromise existing infrastructure along the water transfer route. The Ministries of Agriculture and Rural Development, Construction, and Natural Resources have been assigned to coordinate efforts, finalize procedures, and keep the project on track.

The city has approved construction of a pipeline system to transport water from an outflow pipe near Vo Chi Cong Street into the To Lich River at Hoang Quoc Viet Street. A pumping station with a capacity of three to five cubic meters per second will be built on the Red River floodplain, featuring pumping facilities, a sedimentation tank, a transformer station, and an operations center.

The pipeline will run through the Red River dike, beneath Nhat Tan Bridge, and along An Duong Vuong Street, ensuring a stable and sustainable water supply for the long-degraded To Lich River.
