Vietnam looks to begin high-speed rail construction in 2027

HCMC – The Ministry of Transport plans to submit a feasibility study for the North-South high-speed railway to the Government by late 2026, with construction scheduled to begin by the end of 2027.

According to the Vietnam News Agency, the ministry has outlined a detailed timeline for the project. In 2025, a consultant will be selected to conduct surveys and draft a feasibility study, which will be submitted to the Government in Q4 2026.

The State Appraisal Council will then review it and forward it to the Prime Minister for approval by the first quarter of 2027.

Meanwhile, local authorities and Vietnam Electricity Group will handle land compensation, resettlement, and infrastructure relocation, with completion targeted for 2027.

The Ministry of Transport will oversee contractor selection and ensure all conditions are met for construction to start by late 2027, with the project expected to be mostly completed by 2035.

Minister of Transport Tran Hong Minh emphasized that the North-South high-speed railway is a major national transportation project requiring substantial investment and advanced technology. As the first of its kind in Vietnam, it will cross multiple provinces and involve various sectors, presenting significant challenges.

The ministry is drafting legal regulations and a detailed implementation roadmap to ensure smooth execution.

To implement 19 special mechanisms and policies approved by the National Assembly, issuing comprehensive legal documents is a priority. The ministry is working closely with other ministries, agencies, and local authorities to finalize necessary regulations.
