HCMC – The Ho Chi Minh City government will conduct a review to fully address 421 stalled projects that have been earmarked for resolution since 2025 but remain unfinished, while also updating newly arising cases.
The projects will be categorized by funding source, including public investment, public-private partnership (PPP) and private capital, as well as by the nature of bottlenecks such as land issues, planning, investment procedures, construction and inspections, to clarify responsibility and authority for resolution.
The move is part of a plan recently issued by the city government to remove obstacles facing long-delayed projects across the city. To support project management, HCMC plans to launch a database system for prolonged stalled projects, known as “System 45,” in the second quarter of this year. The platform will monitor the handling progress of each project and receive feedback from investors.
Authorities said the resolution process would adhere strictly to regulations, avoid legitimizing violations or creating new ones, and shift from a management-oriented approach to a service-oriented mindset in order to balance the interests of the State, businesses and residents.
The city government has also restructured a special task force led by the chairman of the municipal People’s Committee, with Vice Chairman Tran Van Bay serving as deputy head, to directly tackle legal bottlenecks.
For issues related to legal frameworks or beyond the city’s authority, HCMC will consolidate proposals and submit recommendations to the central government for consideration and settlement. City leaders have instructed heads of departments, agencies and local administrations to proactively handle matters under the principle of “clear people, clear tasks, clear responsibilities and clear deadlines,” while strictly avoiding buck-passing or shirking responsibility.
