Gov’t to mobilize funds for Gia Binh airport-Hanoi road

HCMC – The Government is stepping up efforts to mobilize funds to develop strategic infrastructure linking the planned Gia Binh International Airport in Bac Ninh Province with Hanoi City, according to a recent instruction from Deputy Prime Minister Tran Hong Ha.

The Government Office’s Notice No. 304 outlines the conclusions from a high-level meeting on special investment mechanisms for the road connecting Gia Binh airport in Bac Ninh Province to the capital city.

Under the plan, the Hanoi and Bac Ninh authorities are tasked with implementing roadworks within their jurisdictions and ensure timely execution. If special mechanisms are needed, they must provide clear justifications and assess potential impacts.

Bac Ninh is expected to coordinate with the Ministry of Construction to prepare a build-transfer (BT) project proposal. If the project qualifies as a national key infrastructure project, it will be submitted to the National Assembly.

The Ministry of Construction is gathering feedback from relevant ministries and provinces and will submit a report to the prime minister by June 19. The ministry will also work with the Ministry of Public Security to update the Gia Binh airport zoning plan for inclusion in the national airport development plan for 2021–2030, with a vision to 2050.

The proposed road will span 35.43 kilometers, beginning at Gia Binh airport and ending at the junction connecting Tu Lien Bridge’s approach road with Hanoi’s Beltway No. 3.

Within Hanoi, a 14-kilometer section will be built or upgraded. A new seven-kilometer section will run from the Hanoi-Bac Ninh border to the junction of Beltway No. 3 and the Hanoi-Lang Son Expressway. The next seven kilometers, overlapping Beltway No. 3, will be widened from 35 to 120 meters.

The section from Gia Binh Airport to Kenh Vang Bridge, heading toward Hai Duong Province, will be developed as a separate project by Bac Ninh authorities.
