HCMC – Vietnam will strengthen cooperation with Russia’s Rosatom and Zarubezhneft on the Ninh Thuan 1 nuclear power plant and on oil, gas and renewable energy projects, following meetings between Prime Minister Le Minh Hung and executives of the two companies in Russia on June 17.
In the nuclear sector, Vietnam has prioritized cooperation with Rosatom, Russia’s state nuclear energy corporation, to develop the Ninh Thuan 1 nuclear power plant, extend the operation of the Da Lat research reactor, and accelerate construction of the Nuclear Science and Technology Center in Dong Nai City.
Rosatom pledged to support Vietnam in developing a modern nuclear industry for peaceful purposes, training highly skilled personnel and expanding cooperation into high-tech fields and Arctic shipbuilding.
In the oil and gas sector, Vietnam backed Zarubezhneft’s plans to sign new contracts for open blocks on the country’s continental shelf. The Government also proposed that the two sides explore the establishment of wind power equipment manufacturing facilities, develop renewable energy supply chains and expand operations of the Rusvietpetro joint venture in Russia.
By reaffirming the priority status of the Ninh Thuan 1 project and seeking broader cooperation in oil and gas exploration, Vietnam is signaling a long-term approach to energy planning as it faces rising electricity demand and pursues its net-zero commitments.

Energy cooperation between Vietnam and Russia has traditionally centered on oil and gas projects, many of which are experiencing natural production declines. Expanding collaboration into nuclear power and renewable energy would help diversify the country’s energy mix and support growing demand from high-tech industries.
Vietnam also proposed working with Zarubezhneft and Petrovietnam to study the development of wind power equipment manufacturing in the country. Such cooperation could strengthen domestic supply chains and support the growth of Vietnam’s renewable energy industry.
