Bao Loc–Lien Khuong expressway project delayed by land clearance issues

HCMC – Work on the Bao Loc–Lien Khuong expressway in Lam Dong Province has been delayed due to problems with land clearance, resettlement and land price assessment.

The project, launched on June 29, has faced setbacks as management units were only recently restructured, slowing procedures, said Nguyen Thanh Chuong, director of Construction Investment Project Management Board No. 1.

Land price determination in several communes, including Bao Lam 2, Hoa Ninh, Di Linh, Bao Thuan, Gia Hiep, Ninh Gia, Duc Trong, Tan Hoi and Hiep Thanh, has not kept pace with the schedule.

The provincial Department of Agriculture and Environment has not yet issued guidance on resettlement for households relocated outside their communes. Local authorities also reported difficulties with compensation plans, funding for site clearance and administrative roles following the elimination of district-level governance.

Lam Dong vice chairman Nguyen Hong Hai has asked commune authorities to submit resettlement needs by September 12, while the provincial Construction Department was told to review legal documents and make recommendations on resettlement planning by the same date.

The project investor is accelerating preparation of technical designs and construction drawings, expected to be completed in October.
