HCMC – Vyacheslav Volodin, chairman of the Russian State Duma, arrived at Noi Bai International Airport early this afternoon, beginning his official visit to Vietnam from September 28 to 29.

This is his third visit to Vietnam in his current capacity, following his 2018 and 2023 trips.

The visit comes at the invitation of National Assembly Chairman Tran Thanh Man. During the trip, the two legislative leaders will co-chair the fourth meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation.

According to Vietnamese Ambassador to Russia Dang Minh Khoi, the visit takes place as the two nations are celebrating several significant milestones in their diplomatic relations. It highlights the commitment of both sides to strengthening their comprehensive strategic partnership and building on the results of recent high-level visits, including Party General Secretary To Lam’s visit to Russia in May 2025 and Russian President Vladimir Putin’s visit to Vietnam in June 2024.

The two parliaments play a key role in creating the legal framework for bilateral cooperation and overseeing the implementation of agreements reached by top leaders, Khoi added.
