HCMC – Prime Minister Pham Minh Chinh has asked the State Bank of Vietnam (SBV) to submit a draft decree this month on an interest rate subsidy of two percentage points for businesses borrowing to finance green and circular economy projects that meet environmental, social, and governance (ESG) standards.
The proposal is part of the key tasks outlined at the second meeting of the National Steering Committee for the implementation of Resolution 68 on private sector development, reported the Government news website (baochinhphu.vn).
Earlier, the Ministry of Finance sought public feedback on a draft decree that would provide loans with an annual interest subsidy of two percentage points from off-budget state financial funds to enterprises, business households, and individuals carrying out certified green or circular projects.
To qualify, projects must be approved by competent authorities as meeting ESG criteria and listed by the Ministry of Natural Resources and Environment. Loans must not have received other support policies and must generate outstanding balances after the decree takes effect. The subsidy would apply from the disbursement date until the borrower repays all principal and interest.
After six months of implementing Resolution 68, more than 67% of policy institutionalization tasks have been completed, with a sharp rise in new and returning businesses, according to a government report.
The prime minister urged ministries and localities to ensure sufficient resources and meet the 2025 development targets on schedule.
The Ministry of Finance was assigned to secure funding for business support programs and finalize decrees on interest subsidies, circular economy development, and the Small and Medium Enterprise Development Fund. The ministry will also assess the impact of Resolution 68, enhance monitoring systems, and apply artificial intelligence for policy forecasting.
The Ministry of Natural Resources and Environment is expected to complete the national land database linked to the National Data Center by December.
The Ministry of Industry and Trade will submit amendments to Decree 75 on administrative penalties in competition and launch a “Go Global” program to help businesses expand overseas this month. The Ministry of Justice will present a cross-sector legal support program for small and medium enterprises and household businesses in December.
