Haiphong accelerates land clearance for Lao Cai–Hanoi–Haiphong railway project

HCMC – Haiphong City is expediting land clearance for the Lao Cai–Hanoi–Haiphong railway project, with land and asset evaluation completed in nine out of 23 communes and wards and all 14 resettlement projects approved, according to the city’s Department of Agriculture and Environment.

The department leaders said local authorities and relevant agencies are pushing ahead with land compensation and relocation procedures to ensure progress on the national railway project.

Asset inventories have been finalized in nine localities, while most of the remaining communes and wards have nearly completed the process. The city has been assigned 14 resettlement projects comprising 22 sites. All 14 projects have been approved, and land clearance has been completed for 15 of the sites in communes and wards including Duong Kinh, An Hung, An Khanh, Kien Thuy, Tan Ky, Chi Minh, Yet Kieu, Gia Loc, Gia Phuc, and Cam Giang.

Land clearance for the six railway stations in Haiphong is progressing at different stages. At Binh Giang Station, agricultural land has been inventoried. At Hai Duong Nam Station, asset evaluation has been completed and compensation plans for agricultural land have been drafted; the site has been handed over, while the remaining 3,760 square meters of residential land is still under assessment.

Land recovery notices have been issued for Nam Haiphong Station, though inventories have not yet begun. Lach Huyen Port Station is located on water surface areas and does not require compensation. Agricultural land inventories are complete at Dinh Vu Station. For Nam Do Son Station, land recovery procedures have been delayed as the project management unit has yet to finalize the route alignment.

A groundbreaking ceremony for Component Project No. 1 is scheduled for December 19 in Gia Loc Commune.

The Haiphong section of the Lao Cai–Hanoi–Haiphong railway spans nearly 90 kilometers across 23 communes and wards. It includes six stations and three operational facilities. Total land acquisition covers more than 624 hectares, affecting over 6,000 households. Land compensation is estimated at around VND11.2 trillion.

The project is part of Vietnam’s key transport development plan, aimed at strengthening multimodal connectivity between industrial hubs and major seaports in the Red River Delta.
