Toll collection planned for 18 state-funded expressways

HCMC – Toll collection is planned for 18 expressways fully owned and managed by the State, with proposed rates ranging from VND900 to VND1,300 per kilometer, according to the Department for Roads of Vietnam (DRVN).

The department has told Road Management Zones I, II, III and IV to map out toll collection plans for those expressways classified as public assets and directly managed by the State.

Under the plan, the regional road management units will be responsible for overseeing toll collection on the expressways assigned within their jurisdictions.

They are required to review relevant regulations and open accounts at the State Treasury to manage toll revenues. These include accounts for fees pending transfer to the state budget and for expenditures related to toll collection services.

The DRVN also asked the units to coordinate with contractors operating and maintaining toll stations to establish procedures for issuing toll receipts. The process will be conducted through the electronic traffic operation and payment system.

Based on Government Decree No. 130/2024 and the actual length of each assigned section, the regional units must determine toll rates for the 18 expressways whose infrastructure asset exploitation plans have been approved.

Earlier, the Ministry of Construction approved exploitation plans for the Hoa Lien–Tuy Loan Expressway and several eastern North–South Expressway projects developed in the 2021–2025 period.

Of these, 13 state-invested expressway projects will be tolled for seven years from the start of operations. After deducting operating costs, annual revenue for the state budget is estimated at nearly VND2.5 trillion.

In addition, exploitation plans have been approved for five phase-one North–South Expressway projects funded by the state budget.

The DRVN proposed two toll levels: VND1,300 per kilometer for expressways that meet full operational and technical standards, and VND900 per kilometer for those that do not yet meet all technical requirements.
