HCMC – Vietnam started work on 40 social housing projects with a combined 36,590 units in the first four months of 2026, the Ministry of Construction said, as authorities seek to boost affordable housing supply amid rising urban demand.

The Government has set a target of completing more than 158,700 social homes this year under Resolution No. 07/NQ-CP, issued in January.

A total of 226 social housing projects comprising 228,725 units are now under development nationwide, equivalent to 144% of the Government’s assigned target, the ministry said. So far, 5,426 units have been completed.

Twenty five provinces and cities have already met or exceeded their 2026 project launch targets, including Haiphong, Hue, Danang, Can Tho, Quang Ninh and Dong Nai.

Despite the progress, the Ministry of Construction also pointed to several shortcomings and bottlenecks affecting implementation progress in some localities. In certain areas, authorities have not given sufficient attention to the issue or allocated adequate resources for compensation and resettlement support, resulting in a shortage of cleared land for project development.

To ensure the achievement of the 2026 targets, the construction minister has asked leaders of city/provincial people’s committees to focus on implementing key solutions in a coordinated manner.

Local authorities were requested to work directly with developers to clarify timelines for projects scheduled for completion this year and ensure they are finished by December 31, 2026.

For delayed projects, authorities were urged to proactively resolve problems, apply modern technologies to shorten construction time, and prioritize administrative procedures under special mechanisms.
