Private capital sought for nationwide EV charging network

HCMC – The Ministry of Construction is preparing a plan to develop a nationwide electric vehicle (EV) charging network, with a focus on mobilizing private capital.

The ministry has tasked its technical units with drafting the proposal, reported the Governemnt news website (baochinhphu.vn). The project is being led by the Department of Science, Technology, Environment and Building Materials, in coordination with the Academy of Construction Strategy and Cadres Training.

The initiative follows Directive No. 9/2026 issued by the prime minister, which promotes energy efficiency, energy transition, and the adoption of electric mobility.

Under the plan, the charging network will be designed to align with transport infrastructure, urban development, and residential planning. The aim is to establish a foundation for expanding charging stations for electric vehicles and other green transport options.

The proposal will also outline responsibilities for ministries, sectors, and local authorities in developing EV-related infrastructure.

To accelerate implementation, the ministry is considering multiple funding sources, including the state budget, science and technology funds, private sector participation, sponsorships, and research partnerships.

A draft of the proposal is expected to be completed and submitted to the prime minister in the third quarter of 2026.
