HCMC – The Ministry of Construction has proposed allocating VND10 trillion in charter capital for a Central Housing Fund during the 2026-2030 medium-term public investment period as the country accelerates social housing development.
According to the ministry, the proposed allocation includes VND5 trillion in 2026 and another VND5 trillion in 2029-2030. The ministry is coordinating with the Ministry of Finance on the proposal, the Vietnam News Agency reported.
The ministry said 781 social housing projects are currently underway nationwide, with a combined scale of more than 720,000 units.
Of the total, 231 projects with 180,850 units have been completed. Another 234 projects covering 233,962 units are under construction, while 316 projects with 305,243 units have received investment approval.
At the local level, 13 provinces and cities have completed the establishment of local housing funds. Another 20 localities are finalizing procedures to assign existing financial funds to carry out the functions of local housing funds.
Son La Province is also completing the establishment process through the restructuring of local public service units.
Based on reports from 23 out of 34 localities, 18 localities estimated demand for rental housing at 71,187 units in the 2026-2030 period.
The provinces of Cao Bang, Ha Tinh and Gia Lai reported no rental housing demand. Thanh Hoa and Quang Tri provinces said they would submit assessments after completing the establishment of local housing funds and reviewing actual demand.
The Ministry of Construction said it will continue revising the Housing Law and the Real Estate Business Law for submission to the Government and the National Assembly in October.
The amendments are expected to institutionalize effective pilot policies, retain suitable existing measures, and address practical obstacles in the housing and property market.
