HCMC – The Ministry of Industry and Trade is seeking feedback on a draft circular amending several provisions of Circular 60/2025 to immediately apply a new peak and off-peak electricity pricing schedule.
Under Decision 963 issued by the ministry in April this year, the national power system’s peak hours would be adjusted to 5:30 p.m. to 10:30 p.m. from Monday to Saturday.
Accordingly, peak-hour pricing would be concentrated in the evening and applied six days a week, replacing the current schedule of 9:30 a.m. to 11:30 a.m. and 5 p.m. to 8 p.m. from Monday to Saturday.
Off-peak hours would run from midnight to 6 a.m. every day of the week.
However, Circular 60/2025 currently stipulates that the new time frame can only take effect after the latest adjustment of the average retail electricity price is completed, preventing immediate implementation.
Therefore, in the new draft, the ministry proposes removing this transitional provision to speed up implementation. The amended circular is expected to be submitted and approved in June 2026 and would take effect immediately upon signing, allowing the new pricing mechanism to be applied during this year’s hot season.
