HCMC – HCMC had disbursed roughly VND24.92 trillion in public investment capital as of the end of May, equivalent to 16.9% of its 2026 public investment plan.
Of this amount, disbursement of central budget funds reached 9.6%, while local budget funds achieved 17.1%.
The city has instructed local authorities to accelerate public investment disbursement, hold agency heads accountable, and address delays caused by subjective factors, reported the Vietnam News Agency.
According to the Department of Finance, the disbursement results during the first five months of 2026 reflect positive progress in the city’s management and administration of public investment activities despite challenging conditions.
Both the absolute disbursement value and the disbursement rate increased compared with the same period in 2025, with the rate rising from 11% to 16.9%.
Regarding compensation and site clearance funding, the HCMC Department of Agriculture and Environment reported that, as of May 25, VND12.34 trillion out of the allocated VND34.45 trillion had been disbursed, reaching 35.82% of the assigned plan.
However, the director of the Department of Finance noted that overall public investment disbursement remains slow and has yet to meet the city’s targets.
The main reasons include many projects still being in the process of completing investment procedures, technical designs, cost estimates, and contractor selection, resulting in limited disbursement volumes.
In addition, several projects have been delayed by difficulties related to compensation, site clearance, relocation of technical infrastructure, and unstable supplies and prices of construction materials.
For 2026, HCMC’s public investment plan totals VND147.6 trillion, including VND144.08 trillion from the local budget and VND3.52 trillion from the central budget.
To achieve its target of fully disbursing the allocated public investment capital in 2026, the city aims to reach a disbursement rate of 40% by the end of the second quarter and 70% by the end of the third quarter.
