Expanding oversight of e-commerce

On September 22, 2025, the Standing Committee of the National Assembly (NA) gave feedback on the draft E-Commerce Law, before the bill is submitted for consideration and passage at the upcoming October sitting of the 15th NA. The draft introduces a series of new regulations designed to more strictly govern e-commerce activities amid the boom of digital platform-based business models. Legal framework lagging behind reality According to the Ministry of Industry and Trade, Vietnam’s e-commerce sector has been making major strides on the regional and global maps. In 2024, Vietnam ranked third in Southeast Asia in terms of market size and was among the world’s top five fastest-growing countries in 2022. Retail B2C sales have skyrocketed from a modest US$2.97 billion in 2014 to US$25 billion in 2024, growing by an average of 20–30% annually and accounting for around 10% of total consumer goods and services revenue. This rapid growth has not only drawn foreign investors but also opened a “global gateway” for Vietnamese consumers, giving them access to a wide variety of goods from both domestic and international markets.
