HCMC – The HCMC People’s Procuracy has proposed sentencing former HCMC vice chairman Tran Vinh Tuyen to seven to eight years behind bars for his alleged violations in the Saigon Agriculture Incorporated (Sagri) case.
Tuyen was charged with violating regulations on the use and management of State assets, causing losses and wastefulness, the local media reported.
The procuracy today, December 13, also suggested prison terms for 18 other defendants involved in the case, the local media reported.
Former Sagri general director Le Tan Hung may stay in prison for 14-16 years for alleged embezzlement and 12-14 years for allegedly violating regulations on the management and use of State assets, causing losses and wastefulness, resulting in a combined jail term of 26-30 years.
Prosecutors also suggested a prison term of six to seven years each for former Sagri Chairman Van Trong Dung, former Sagri deputy director Ho Van Ngon and former deputy head of the HCMC government’s office Le Van Thanh for the same charge as Tuyen.
In addition, Tran Trong Tuan, former deputy head of the HCMC Party Committee’s office, may stay behind bars for seven to eight years.
Nguyen Thi Thuy, chief accountant of Sagri, faced a jail term of 13-15 years for alleged embezzlement and 11-13 years for allegedly violating regulations on the management and use of State assets, causing losses and wastefulness. In total, she may serve a prison term of 24-28 years.
According to the procuracy, Tuyen should have known that a 3.75-hectare residential project in Phuoc Long B Ward of Thu Duc City was to be appraised before being transferred to a private firm, and the transfer was to be conducted through a competitive bidding process. However, he signed a decision approving the transfer of the project to a private firm without meeting these requirements, paving the way for Hung and his accomplices to illegally transfer the project, causing losses of VND672 billion.
As for Hung, he was assigned to manage State assets at Sagri but abused his power and position as the Sagri general director to direct his subordinates to illegally transfer the residential project to the Phong Phu Corporation.
Moreover, Hung directed his subordinates to work with two tour operators and forge 10 contracts on overseas study trips in 16 countries for Sagri employees to embezzle VND13 billion.
