Hanoi to start work on Beltway 4 this June

HCMC – The capital city of Hanoi will break ground on the Beltway 4 project in June this year, according to the Hanoi Management Board of Investment and Construction of Traffic Projects.

The project management board has announced it would focus on facilitating procedures to begin construction on the beltway in the middle of the year and put it into use in 2027 to help boost socioeconomic growth in the northern region, the Vietnam News Agency reported.

Minister of Planning and Investment Nguyen Chi Dung recently reported to the prime minister the establishment of an appraisal council for the feasibility study of an expressway under the public-private partnership format, a subproject of Beltway 4.

According to the minister, this large-scale beltway project, whose State capital accounts for 47.3%, needs a thorough evaluation of its scale, design and estimated costs, among others. Hence, it is necessary to hire a highly experienced consultant to appraise the project’s feasibility study.

Dung sought the prime minister’s nod to allow his ministry to select a domestic consultant in line with the Government’s Decree 28 and assign the Hanoi People’s Committee to provide all documents related to the project appraisal.

Earlier, Hanoi City Chairman Tran Sy Thanh approved a plan to implement the Beltway 4 project. Under the plan, the capital city is expected to hand over at least 70% of cleared land for the project in June 2023 and complete site clearance by December this year.

The 112.8-kilometer Beltway 4 will start from the Noi Bai-Lao Cai Expressway section in the Hanoi outlying district of Soc Son to the Noi Bai-Halong Expressway section in the northern province of Bac Ninh.

The project comprises seven components, with a total investment for the first phase at roughly VND85.8 trillion. It will span three localities in northern Vietnam: Hanoi, Hung Yen and Bac Ninh.
