HCMC combines two separate road expansion projects into one package

HCMC – Ho Chi Minh City authorities have approved a proposal allowing a consortium of investors to prepare a project to integrate two long-delayed road expansion projects into a broader multi-level traffic network on National Highway 13.

The move effectively folds the planned widening of Dinh Bo Linh and Xo Viet Nghe Tinh streets into a single infrastructure package to improve connectivity between downtown HCMC and the city’s northeastern gateway.

Dinh Bo Linh and Xo Viet Nghe Tinh currently serve as key transport corridors connecting the city center with eastern and northeastern areas but have long suffered from severe congestion, particularly around Hang Xanh intersection, Bach Dang intersection and the area surrounding the former Mien Dong Bus Station.

To address these bottlenecks, the city’s Department of Construction had previously proposed separate public investment projects to upgrade and widen the two roads during 2026–2030, with respective capital estimated at VND2.96 trillion and VND10.2 trillion. Both projects included plans for three-lane elevated sections.

However, in an effort to optimize resources and redesign the urban transport network more comprehensively, city leaders decided to shift to a public-private partnership and assign the private sector to lead integrated planning studies.

Under the newly approved plan, the proposed PPP project will cover about 26.8 hectares stretching from Hang Xanh intersection to Binh Trieu Bridge.

According to HCMC Infrastructure Investment JSC (CII), representing the investor consortium, the project would upgrade Dinh Bo Linh Street, Xo Viet Nghe Tinh Street and the section of National Highway 13 from Martyrs’ Memorial Roundabout to Binh Trieu Bridge by widening existing roads and adding elevated sections to create a higher-speed traffic corridor.

A key component of the proposal is converting Hang Xanh intersection into a multi-level interchange to separate interregional traffic from local urban traffic and improve traffic flow.

The project also includes plans to build Binh Trieu 3 Bridge to increase river-crossing capacity across the Saigon River and make use of underground space for bus facilities, public infrastructure and commercial development.
