HCMC – HCMC is seeking to position itself as Vietnam’s center for cultural industry development, according to Party Secretary of HCMC Tran Luu Quang.

Speaking at a National Assembly group discussion on April 20 on a draft resolution outlining breakthrough policy for Vietnam’s cultural sector, Quang said the city is committed to advancing major cultural projects while upgrading existing facilities. He noted that investor confidence in the effectiveness of cultural projects remains limited, posing a challenge to development.

City leaders plan to directly oversee discussions with stakeholders and strengthen coordination among agencies to ensure projects deliver long-term cultural value and support industry growth, reported local media.

Lawmakers agreed that HCMC has strong potential in cultural industry, which could make a significant contribution to GDP. NA deputy Truong Minh Huy Vu proposed adding policy measures to attract strategic investors and develop a sector-wide data framework. He also suggested clarifying whether cultural funds—designed to operate like venture capital—can receive foreign investment.

NA deputy Nguyen Van Than called for a development strategy involving both the public and private sectors.

He added that cultural development should be linked with infrastructure such as theaters, parks, and stadiums, which can attract high-spending tourists.
