HCMC-Moc Bai expy project gets more funding

HCMC – HCMC has approved raising the total investment capital for the first phase of the HCMC–Moc Bai Expressway by VND3.36 trillion to VND22.98 trillion.

The decision was adopted at the second session of the city’s People’s Council for the 2026–2031 term, based on a proposal from the municipal People’s Committee, reported local media.

The increase is mainly due to higher compensation, support, and resettlement costs in two component projects within the city. Authorities reviewed and updated affected cases and approved additional compensation plans, resulting in higher actual costs.

Component 3 was revised up by VND1.11 trillion to VND6.38 trillion. Component 4 rose by VND2.25 trillion to VND3.75 trillion. The adjustments reflect updated land prices at the time compensation plans were approved in 2025.

The HCMC People’s Committee assessed the adjustment as necessary to protect the rights of affected residents and support site clearance.

The city also proposed revising the project timeline to align with site clearance, infrastructure relocation, and investor selection under updated public-private partnership regulations, aiming to limit cost overruns.

The expressway will run more than 51 kilometers, including 24.7 kilometers in HCMC and 26.3 kilometers in Tay Ninh Province. The project will be developed under a public-private partnership model.

The first phase will have four lanes with a designed speed of 120 km/h, with plans to expand to six lanes.

Construction is scheduled for 2024–2027. The route is expected to improve connectivity between HCMC, Tay Ninh, and the Moc Bai border gate, and ease pressure on existing roads.
