HCMC, Mumbai establish friendship ties, expand cooperation

HCMC – HCMC and Mumbai have signed a memorandum of understanding (MOU) establishing friendship and cooperation during Vietnamese Party General Secretary and State President To Lam’s state visit to India.

The signing ceremony took place on May 6 in the presence of Vietnam’s Party General Secretary and State President To Lam, Indian Prime Minister Narendra Modi, and senior delegations from both countries, according to the official portal of the Party Committee of HCMC.

Representing Vietnam at the signing ceremony was Nguyen Loc Ha, standing vice chairman of the People’s Committee of HCMC, while India was represented by Minister of State for Home Affairs Nitayanad Rai.

The event comes as Vietnam and India have upgraded bilateral ties to an Enhanced Comprehensive Strategic Partnership, emphasizing shared visions, strategic alignment, and practical cooperation aimed at delivering tangible outcomes.

Under the memorandum, HCMC and Mumbai agreed to promote cooperation in areas including trade and investment, education and training, culture and tourism, urban planning, infrastructure development, waste management and urban sanitation, ecological conservation, emergency response, green growth, and digital transformation in transportation and public services.

The partnership raises the number of international localities with friendship and cooperation ties with HCMC to 88. Mumbai is also the first Indian city to establish formal friendship relations with HCMC.

During the working trip to India, Ha attended a roundtable conference with Indian businesses, affirming that HCMC is ready to support and facilitate Indian companies seeking to expand investment in the city.

The HCMC delegation also met with the Indian Chamber of Commerce to discuss cooperation in tourism, energy, and trade, while exploring the establishment of a regular business connectivity channel between HCMC and the Indian business community.

In addition, the delegation held discussions with ACME Group regarding a green ammonia production project in Vietnam with an estimated investment of US$9-10 billion. Meetings were also held with GPS Renewables and SatyaGiri Group on solutions related to waste-to-energy conversion, biogas, clean fuels, and renewable energy.
