HCMC – Prime Minister Pham Minh Chinh has approved a master plan for HCMC’s development, envisioning a multi-center metropolis by 2050, as detailed in a recent Government decision.
The plan, spanning 2021 to 2030, charts the city’s transformation into a smart, sustainable urban center offering a high quality of life. HCMC aims to become a leading economic, financial, and innovation hub in Vietnam and the region, while preserving its rich cultural heritage.
A key feature of the plan is a multi-center development model, which includes a central business district and six satellite cities.
The city is targeting substantial economic growth, with an average annual GDP increase of 8.5-9% from 2021 to 2030. By 2030, per capita income is expected to rise, reaching between US$14,800 and US$15,400.
HCMC’s economy is set to be dominated by the service sector, contributing over 60% of GDP. Additionally, the city aims to elevate the digital economy’s share to over 40%, reflecting its commitment to technological advancement.
Population growth and urbanization are also central to the plan. The city’s population is projected to reach 11 million by 2030 and 14.5 million by 2050, with over 90% of residents expected to live in urban areas by 2030.
The master plan places a strong emphasis on modern infrastructure development, environmental protection, and fostering innovation. Enhancing regional and global connectivity is also a priority to attract foreign investment and solidify the city’s position as a global hub.
