HCMC – All 21 key infrastructure projects serving the 2027 APEC Economic Leaders’ Week (APEC 2027) in the Phu Quoc Special Zone are required to be substantially completed, inspected and put through trial operations by May 31, 2027, under a deadline set by An Giang Province.
The deadline is intended to ensure that all facilities meet stringent standards on quality, aesthetics and security ahead of the international event scheduled for November 2027.
The accelerated timetable comes as authorities face a heavy workload in the run-up to APEC 2027. Under Prime Ministerial Decision No. 948/QD-TTg, the urgent infrastructure package comprises 10 public investment projects and 11 public-private partnership or commercial projects. Provincial authorities have barred the misuse of special mechanisms designed for the APEC projects and warned of strict accountability for officials responsible for policy abuse, misconduct or delays in land clearance.
As of June 2026, several major projects have made significant progress, with contractors working around the clock in three shifts and four crews. The centerpiece, the APEC convention center with 6,500 seats and an adjoining 4,000-seat multipurpose theater, has reached 46.58% completion and remains on track for completion by the end of May 2027.
In transport infrastructure, the runway component of the Phu Quoc International Airport expansion project is more than 96% complete, while construction of Terminal 2 and the VIP terminal has reached over 45% and 74.8%, respectively. The facilities are expected to be inaugurated simultaneously before December 30, 2026.
Major road projects are also advancing. APEC Boulevard has achieved 34.8% completion, while Provincial Road 975 is 69.5% finished, with both scheduled for completion by the end of this year. The roads will support connectivity for the first phase of the light rail transit (LRT) system, which has completed 16.5% of planned work.
Authorities are also accelerating underground utility works, which are 96.3% complete in Duong Dong and 93.8% in An Thoi. Plans are being developed for symbolic structures representing the 21 APEC member economies.
The infrastructure drive is being supported by streamlined administrative procedures and a management approach emphasizing clear responsibilities. Authorities are also incorporating clean energy standards, high-tech waste treatment facilities and ecosystem conservation into the island’s revised master plan.
The projects are expected to leave a lasting infrastructure legacy beyond the APEC meetings, strengthening Phu Quoc’s global competitiveness and supporting its ambition to become a smart, green and sustainable island city in the region.
