Ninh Binh targets VND45 trillion in tourism revenue by 2030

HCMC – Vietnam’s northern province of Ninh Binh aims to generate more than VND45 trillion in tourism revenue by 2030, as part of a broader plan to accelerate economic growth and upgrade its administrative status.

Under a newly issued action plan by the provincial government, the province targets over 30 million tourist arrivals by the end of the decade. Tourism is expected to become a key growth driver within a shifting economic structure.

By 2030, Ninh Binh seeks to become a centrally governed city, positioning itself as a heritage-based and creative urban center. GRDP per capita is projected to reach at least VND180 million, while local budget revenue is expected to exceed VND110 trillion. The digital economy is targeted to account for at least 30% of total output.

The province plans significant economic restructuring. Industry and construction are expected to make up 55.2% of the economy, while services account for 30.8%. Tourism is forecast to expand rapidly, driven by higher visitor numbers and increased spending.

To support growth, Ninh Binh will focus on spatial planning and reorganizing development zones to unlock new growth potential. Industrial development will prioritize high-tech, green, and smart manufacturing, with automobile mechanics as a core sector. The province also aims to attract investment in semiconductors and artificial intelligence.

The Ninh Co Economic Zone and the Ha Nam High-Tech Park are identified as growth hubs to support the transition to a new growth model. Coastal economic development is also planned, with investments in logistics, deep-water ports, and modern coastal urban areas to form a southern growth pole.

Beyond economic targets, the plan includes completing procedures to seek UNESCO World Heritage Site recognition for Tam Chuc Pagoda Complex and the Van Long Wetland Nature Reserve.

Ninh Binh’s tourism performance has already shown strong momentum. In 2025, Ninh Binh welcomed 19.4 million visitors, including 2.2 million international arrivals, generating about VND21.2 trillion in revenue, according to the provincial Department of Tourism. The province aims to attract 20 million visitors in 2026, continuing its push toward long-term tourism-led growth.
