HCMC – More than 35 kilometers of the Bien Hoa–Vung Tau Expressway are expected to be temporarily opened to traffic before the Lunar New Year, according to the Ministry of Construction.
On February 5, the ministry issued a document on preparations for acceptance and temporary operation of the main route of component two of the phase-1 Bien Hoa–Vung Tau Expressway, passing through Dong Nai.
Under the plan, about 16 kilometers from the Long Thanh interchange to the connection point with component three will be temporarily operated, together with 19.5 kilometers of component three ending at the National Highway 56 interchange. The total length opened on a trial basis would exceed 35 kilometers.
Project Management Unit No. 85 said traffic connections between the Bien Hoa–Vung Tau Expressway, the HCMC–Long Thanh–Dau Giay Expressway, and Route No. 2 of the Long Thanh International Airport project have been defined.
However, temporary operation remains constrained as component one, a 16-kilometer section in Dong Nai, has not yet been completed, preventing full connectivity. Currently, vehicles can only access the expressway from Dau Giay, while other access points and exits remain unavailable.
Toll collection has not been arranged, as the intelligent transport system (ITS) is still under design and no toll stations have been built, making toll operation unfeasible during the temporary opening.
To meet the target of opening before February 10, Project Management Unit No. 85 has requested relevant agencies to coordinate in resolving outstanding issues.
The Ministry of Construction said contractors are completing as-built dossiers, traffic organization plans and road safety assessments for submission to the State Council for Construction Acceptance as the basis for a decision to open the route before the Lunar New Year 2026.
