Over 56,000 IELTS certificates issued without authorization

HCMC – IDP Education, the organization responsible for administering IELTS tests in Vietnam, issued around 56,200 IELTS certificates in 2022 without proper authorization, according to the result of an inspection conducted by the Ministry of Education and Training.

The Ministry Inspectorate’s findings, released on May 8, shed light on IDP Education Vietnam Company Limited’s unauthorized activities in organizing foreign language proficiency exams and certificate issuance.

From January 1 to September 9, 2022, IDP Education had not been licensed to collaborate in organizing exams and issuing foreign language proficiency certificates as stipulated in Articles 21, 22, and 23 of the Government’s Decree 86/2018/ND-CP.

However, the organization conducted 458 foreign language proficiency testing sessions across more than 30 cities and provinces, issuing a total of 46,643 certificates.

Similarly, from September 10 to November 16, 2022, IDP Education had not been authorized to collaborate in organizing exams and issuing foreign language proficiency certificates within the territory of Vietnam according to Circular No. 11/2022/TT-BGDĐT. Despite this, it organized 97 exam sessions and issued 9,587 certificates.

In total, over 56,200 IELTS certificates were granted by IDP before obtaining approval from the Ministry of Education and Training. As per regulations, these certificates are not valid for high school graduation or university admissions consideration.

The Ministry Inspectorate has recommended that IDP conduct a thorough review of all activities related to organizing exams for issuing foreign language proficiency certificates and propose appropriate measures to address the certificates issued without proper authorization.
