PPP investment proposed for HCMC-Moc Bai expy

HCMC – HCMC has proposed the central Government approve the public-private partnership (PPP) investment format for the HCMC-Moc Bai Expressway, according to the Vietnam News Agency.

According to the proposal, the first phase of the HCMC-Moc Bai Expressway will start from the intersection with Beltway No. 3 in Cu Chi District, HCMC, and end at the intersection with National Highway 22 in Ben Cau District, Tay Ninh Province.

The expressway will be around 51 kilometers long, with a 24.66-kilometer section running through HCMC and a 26.32-kilometer section passing through Tay Ninh Province. The expressway is designed to have six lanes, with four lanes to be built in the initial phase.

The total cost of this expressway project is estimated at VND19.6 trillion, with construction and equipment accounting for VND9.2 trillion, and site clearance, resettlement, and compensation VND6.8 trillion.

Around VND9.7 trillion, or 49.31% of the total, will be sourced from the State budget. HCMC’s budget will be responsible for VND6.8 trillion, with VND3.9 trillion of it for compensation, support, and resettlement within the city, and VND2.9 trillion for construction support. The investor involved in the project will contribute VND9.9 trillion, accounting for 50.69% of the total.

Construction is expected to commence in 2025 and be completed in 2027. Notably, this project is expected to be highly appealing to investors, with a payback period of just 14 years and 10 months.
