Prefeasibility study for HCMC Beltway 4 goes before Government

HCMC – The prefeasibility study for HCMC Beltway No.4 has been submitted to the Ministry of Planning and Investment and the Government for consideration.

This beltway will be developed as a build-operate (BO) project, according to the prefeasibility study submitted by the HCMC government. It involves funding from central and local state budgets, with the remaining portion contributed by the private sector.

According to the proposal, the beltway will cover 159.3 kilometers, with 18.23 kilometers in Ba Ria-Vung Tau, 46.08 kilometers in Dong Nai, 16.7 kilometers in HCMC, and 78.3 kilometers in Long An.

The 47.95-kilometer section of the beltway in Binh Duong Province is being developed separately under the investment policy approved by the People’s Council of Binh Duong Province. As a result, its scope and total investment are not included in this proposal report.

The preliminary cost of the first phase is around VND122,774 billion. Of this amount, around VND53,109 billion (including loan interest) will be raised from investors and loans, with the remainder coming from the State budget.

After the project’s investment policy is approved, local authorities will select investors in 2025 and proceed with land clearance and resettlement in 2025-2026. The project construction will commence in the third quarter of 2026 and is expected to be completed by 2028.

After its completion, HCMC Beltway No.4 will serve as a strategic transportation corridor connecting the southeastern region with the southwestern region and the Central Highlands, contributing to socio-economic development.

It will also facilitate the movement of cargo from industrial parks and urban areas to seaports and Long Thanh International Airport, and vice versa.
