Resolution 98 steering committee meets to solve bottlenecks

HCMC – Steering Committee 850 for the execution of the National Assembly’s Resolution 98 on pilot implementation of special mechanisms and policies for HCMC met today to look into achievements and hindrances.

Speaking at the second meeting of Steering Committee 850 in HCMC, Prime Minister Pham Minh Chinh said the city completed multiple political tasks last year, including the implementation of Resolution 98/2023/QH15 passed by the National Assembly on June 24, 2023.

There remains a considerable gap between achievements and expectations of the central Government and HCMC, said the PM, who is also head of Steering Committee 850.

The Resolution 98 implementation process is still behind expectations, he said and emphasized the need for officials from relevant ministries to work closely with HCMC in carrying out Resolution 98.

In discussing specific projects, PM Chinh said the construction of an international container transhipment port in HCMC’s coastal district of Can Gio, strategic investors should be chosen to cooperate with Vietnamese partners in line with Vietnamese laws and international requirements, especially UNESCO regulations. Can Gio was listed as a biosphere reserve by UNESCO.

He stressed the commitment not to compromising the environment for economic growth, saying environmental protection laws will be certainly honored.

He noted that the Can Gio container transhipment port would not compete with the Cai Mep-Thi Vai port system in neighboring Ba Ria-Vung Tau Province.

As for the HCMC-Moc Bai expressway project, he expressed concern about unnecessary delays and possible corruption. He told the Ministry of Planning and Investment to submit the project to the central Government this month.

Regarding the construction of 200 kilometers of urban railway in HCMC, he suggested that HCMC develop a comprehensive urban railway development project, instead of building metro lines in a haphazard way as seen in the past.
