Vietnam proposes boosting rail, tech cooperation with China

HCMC – Party General Secretary and State President To Lam has proposed Vietnam and China work together to create new highlights in emerging areas such as transport infrastructure development, particularly railways, while stepping up cooperation in digital transformation and strategic technologies.

According to the Ministry of Foreign Affairs, the proposal was made while Party General Secretary and State President To Lam was meeting in Beijing on April 14 with Wang Huning, chairman of the Chinese People’s Political Consultative Conference. The meeting took place at the Great Hall of the People in a “sincere, friendly and open” atmosphere.

The two sides exchanged views on the situation of each Party and country, and discussed major directions to realize high-level common perceptions and promote bilateral ties in the coming time.

To Lam said that Vietnam hopes his visit will further deepen political trust and elevate bilateral cooperation to a new level, with more comprehensive and extensive connectivity, contributing to the development goals of both countries.

To achieve this, he proposed that the two sides enhance connectivity in three aspects: shared ideals and mutual trust, development interests, and cultural and people-to-people ties.

He suggested maintaining regular high-level exchanges, strengthening political trust, and improving the effectiveness of cooperation across Party, State, Government and legislative channels, as well as between the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference, while reinforcing defense and security cooperation.

In addition to promoting traditional areas such as trade and investment, To Lam called for joint efforts to create breakthroughs in new fields, including transport infrastructure, especially railways.

He also proposed boosting cooperation in digital transformation and strategic technologies such as artificial intelligence, quantum technology and semiconductors, as well as in education and training of high-quality human resources, with the aim of delivering tangible benefits to people in both countries.

To Lam further suggested enhancing the role and cooperation between the Chinese People’s Political Consultative Conference and the Vietnam Fatherland Front in public communication and people-to-people exchanges, while working together to effectively manage and properly address maritime differences, thereby strengthening mutual understanding and friendship.

For his part, Wang Huning, chairman of the Chinese People’s Political Consultative Conference, said that China always regards its relationship with Vietnam as a priority in its neighborhood diplomacy. China appreciates Vietnam’s theoretical innovations and supports its efforts to build socialism suited to national conditions.

Agreeing with To Lam’s proposals, Wang Huning called on both sides to maintain the right direction in bilateral ties and jointly advance socialist modernization in each country.

Both sides could further strengthen strategic connectivity, with priority given to accelerating infrastructure links and developing artificial intelligence and the digital economy, he said, adding China is ready to expand imports from Vietnam, especially high-quality agricultural products, and encourages businesses to increase investment and mutually beneficial cooperation in Vietnam.

The Chinese People’s Political Consultative Conference stands ready to further enhance friendly relations with the Vietnam Fatherland Front, promote exchanges among people from all walks of life, especially the younger generation, and expand cooperation in education, healthcare and local-level exchanges, opening a new chapter in bilateral friendship.

Wang Huning also agreed that the two countries would support each other in successfully hosting major multilateral events, including APEC 2026 in China and APEC 2027 in Vietnam.
