HCMC – Prime Minister Pham Minh Chinh has called on international partners to support Vietnam’s transformation into a technology-driven economy, emphasizing science, innovation, digital transformation, semiconductor, and artificial intelligence (AI) as key priorities.
Speaking at the policy forum “Vietnam’s Proactive Development of the Semiconductor and AI Industries in the New Era” today, March 14, Chinh highlighted Vietnam’s commitment to becoming a key player in the global digital economy. The forum was part of the Artificial Intelligence and Semiconductors 2025 (AISC 2025) international conference, taking place in Hanoi and Danang from March 12 to 16.
AISC 2025, co-organized by the National Innovation Center (NIC) and U.S.-based Aitomatic, has drawn over 1,000 global industry leaders, experts, and investors. Attendees include representatives from major technology companies such as Google, NVIDIA, AMD, Intel, Meta, IBM, TSMC, Qualcomm, Marvell, MediaTek, and Honeywell.
At the forum, business leaders from Aitomatic, NVIDIA, Soitec, Honeywell, and FPT explored AI and semiconductor development trends, highlighting these sectors as crucial to enhancing Vietnam’s global competitiveness. Participants underscored the semiconductor and AI industries as strategic drivers for Vietnam’s digital transformation, with the potential to attract high-tech investment, create skilled jobs, and integrate the country into global supply chains.
During the policy forum, NIC and its partners introduced new initiatives aimed at strengthening Vietnam’s expertise in chip design and AI research. A key highlight was the launch of the 2025 Vietnam Innovation Challenge, which focuses on building an open-source Vietnamese language database to advance AI research, development, and real-world applications.
Amid global uncertainties, Prime Minister Chinh emphasized the need for innovative strategies and collective efforts to overcome challenges. He reaffirmed Vietnam’s commitment to macroeconomic stability, inflation control, and sustainable growth, while also prioritizing social welfare and equal opportunities to ensure no one is left behind.
The prime minister outlined Vietnam’s ambition to achieve at least 8% annual GDP growth in 2025, setting the stage for double-digit expansion in the years ahead. To support this goal, the Government is investing in infrastructure, particularly in transport, energy, and digital connectivity, and aims to train 100,000 engineers in AI and semiconductor technologies over the coming years. He also emphasized the importance of clear, transparent regulations to streamline bureaucratic processes, foster innovation, and attract foreign businesses.
Prime Minister Chinh called on international partners to offer policy guidance, financial support, and technology transfer through R&D centers. He assured that Vietnam is committed to deeper global collaboration, further market openness, and shared economic growth.
By working together, Vietnam and its global partners can unlock the potential of the Fourth Industrial Revolution, ensuring that people in Vietnam and beyond benefit from advances in AI and semiconductor technologies, he said.
