HCMC – The National Assembly has passed a historic resolution approving the reduction of the number of provincial-level administrative units from 63 to 34, a sweeping restructuring aimed at streamlining governance.

The resolution was passed at a session this morning, June 12, with 461 out of 465 lawmakers voting in favor, representing 96.44% of all deputies present.

The resolution takes effect immediately.

Under the plan, 11 provinces and cities stay unchanged, including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, and Cao Bang.

The remaining 52 localities are consolidated into 23 new provincial-level units, namely Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Haiphong, Ninh Binh, Quang Tri, Danang, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, HCMC, Dong Nai, Tay Ninh, Can Tho, Vinh Long, Dong Thap, Ca Mau, and An Giang.

This brings the total to 28 provinces and six centrally governed cities nationwide, including 19 provinces and four cities newly formed through the restructuring.

The legislative body has instructed localities to reorganize their administrative structures and provide timely support to public employees and workers affected by the restructuring.

The Government is responsible for accurately determining the natural area and administrative boundaries of each unit on the official maps and in the field.
