The Vietnam Chamber of Commerce and Industry (VCCI) has released the country’s first-ever Business Performance Index (BPI), signaling a shift in policy priorities from improving the business climate to strengthening the growth capacity of private enterprises From administrative reform to growth capacity For nearly two decades, the Provincial Competitiveness Index (PCI) has been the main benchmark for business environment reform, with localities competing on transparency, administrative efficiency, and reducing costs for businesses. But as the reform gap between provinces narrows, the focus is shifting from making it easier to enter the market to helping businesses survive, expand, and grow. That is also the backdrop for VCCI’s first release of the 2025 BPI. The launch of the BPI also comes as Vietnam steps up implementation of Politburo Resolution 68 on private sector development, at a time when the sector is increasingly seen as a key driver of economic growth. According to the results, HCMC topped the 2025 BPI rankings with 5.67 points, followed by Hanoi City with 5.41 points and Quang Ninh Province with 5.33 points.
