HCMC – The Hoa Lien–Tuy Loan expressway project, which began construction a year ago, is experiencing delays due to unresolved resettlement issues.
The project requires 792 resettlement plots for displaced residents, but many plots have yet to be allocated, and some resettlement areas are still under development.
According to the Danang City Department of Natural Resources and Environment, significant obstacles in land clearance have hindered progress. The city lacks sufficient land for resettlement, complicating efforts to persuade residents to vacate their properties.
The expressway, which passes through Hoa Son, Hoa Nhon, and Hoa Lien communes in Hoa Vang District, Danang City, involves nearly 2,000 land compensation cases.
Of these, 272 cases require 792 resettlement plots. The absence of completed resettlement areas has stalled land clearance efforts.
In Hoa Son, residents prefer local resettlement to maintain community and religious ties. Additionally, the project affects 3,275 graves, necessitating a consensus among residents for relocation.
The expressway, part of the North-South expressway on the eastern side, spans approximately 11.5 km. It is designed for six lanes with a 29-meter roadbed, initially starting with four lanes and a 22-meter roadbed. The total investment is over VND2.1 trillion, including VND951 billion for land compensation and resettlement.
