HCMC – HCMC is inviting investors to join the first phase of the HCMC-Moc Bai Expressway through a build-operate-transfer (BOT) contract.
Approved in August this year, the 51-kilometer expressway will connect Beltway No. 3 in Cu Chi District, HCMC with National Highway 22 in Ben Cau District, Tay Ninh Province. Designed for speeds of up to 120 km/h, the four-lane road will feature smart traffic systems, rest stops, and other supporting facilities.
The estimated cost for the first phase is VND19.6 trillion. Construction and equipment expenses account for VND9.27 trillion, while land clearance, infrastructure relocation and other costs require VND6.77 trillion.
Investors are expected to fund 50.69% of the project, contributing about VND9.9 trillion, while the Government will provide the remaining VND9.7 trillion. HCMC also seeks VND9.9 trillion from private investors to cover 95.41% of costs for one project component, with the city funding VND478 billion.
Additional works, including access roads, overpasses, and land compensation in both HCMC and Tay Ninh, are projected to cost around VND2.4 trillion.
Initial tolls for standard vehicles are set at VND2,100 per kilometer, with different rates for various vehicle types. The toll collection period is planned for 16 years and nine months, offering an expected annual return of 11.77% for investors.
If three or fewer investors qualify, the city will enter competitive negotiations. If more than three meet the criteria, a public bidding process will be initiated.
