HCMC – The HCMC Department of Construction has submitted a draft resolution to the city’s People’s Committee, proposing measures to accelerate affordable housing projects to meet huge demand.
The city plans to build 69,700 to 93,000 social homes by 2030, with 26,200 to 33,000 of them slated for completion next year. The remaining units are expected to be delivered by the end of the decade.
Since 2021, only 2,745 units across six projects, including one worker accommodation project, have been completed. Meanwhile, 27 other projects have faced delays due to administrative and legal hurdles, including zoning and investment approval issues.
The draft resolution outlines several incentives for developers to overcome these challenges. Proposed measures include waivers for fees associated with environmental impact assessments, land-use certifications, and construction permits. Developers would also receive assistance in integrating project infrastructure with surrounding facilities to streamline implementation.
To enhance efficiency and transparency, the city plans to simplify planning procedures by launching a public website dedicated to social housing projects. This platform will provide information on project details and zoning plans, aiming to reduce procedural delays and facilitate investment.
The draft resolution reflects HCMC’s broader strategy to address the pressing demand for affordable housing and attract greater investment in the sector.
