Special policies proposed for Quy Nhon-Pleiku expy

HCMC – The Government has proposed nine special mechanisms to speed up the construction of the Quy Nhon–Pleiku Expressway, a VND43.7 trillion project aimed at improving regional connectivity and supporting national defense.

The proposal was presented to the National Assembly on May 19 by Minister of Construction Tran Hong Minh, under the authorization of the prime minister.

The expressway will run 125 kilometers from An Nhon Town in Binh Dinh Province to Pleiku City in Gia Lai Province. It will include four lanes and be built to a design speed of 100 km/h.

If approved, construction could begin by December 2025 and be completed by 2029.

The route forms part of the East-West corridor linking Vietnam’s Central Highlands with the south-central coast and neighboring countries, including Laos and Cambodia. It is also expected to facilitate access to major seaports and border gates.

The Government proposed nine policy exemptions and adjustments to accelerate the project. These include three mechanisms previously used for the Khanh Hoa–Buon Ma Thuot Expressway, five from the Lao Cai–Hanoi–Haiphong railway project, and one from the proposed North-South high-speed railway.

Phan Van Mai, chairman of the National Assembly’s Economic and Financial Committee, said the project’s documentation meets public investment law requirements and the proposed mechanisms are based on precedent.

However, the committee noted that some provisions had been expanded, such as allowing mineral extraction not only for main construction works but also for land clearance sub-projects. It called for further clarification to ensure the proposed mechanisms are suitable and feasible.
