HCMC – The Binh Dinh People’s Council has approved a plan to allocate nearly VND1.75 trillion for upgrading Phu Cat Airport.
At a meeting on May 23, the council agreed to earmark VND200 billion from the province’s 2025 public investment plan for land clearance and resettlement support. This funding will come from the provincial budget and land development infrastructure programs under the 2021–2025 medium-term public investment plan.
The remaining capital for the project will be allocated in the 2026–2030 public investment cycle, pending the central government’s approval of capital quotas for the next period.
The upgrade project includes the construction of a second runway and supporting infrastructure at the airport. The total estimated cost is VND3.25 trillion.
The project will be funded by the state budget managed by the province, including central government support and other lawful sources.
Earlier, the Ministry of Finance proposed allocating VND1.5 trillion from surplus central budget revenue to fund the second runway and associated facilities. It also recommended the provincial council pass a resolution committing local funds to complete the project.
Following this proposal, the Binh Dinh government requested VND700 billion from the 2024 central budget surplus to be disbursed in 2025, with the remainder to be allocated in 2026. The province also pledged to cover part of the cost with its own budget.
