HCMC – Two interregional centers for renewable energy industries and services will be established in the northern and southern regions as part of the adjusted National Power Development Plan VIII, aiming to build supply chains and promote electricity exports.
The Ministry of Industry and Trade has proposed developing two interregional renewable energy industrial and service hubs.
The northern hub will be located in Haiphong, Quang Ninh, and Thai Binh, with potential expansion to nearby areas. It will include wind and solar power equipment factories, dedicated seaports, logistics services, green industrial parks, and workforce training facilities.
The southern hub is planned for Ninh Thuan, Binh Thuan, Ba Ria-Vung Tau, and HCMC, which have strong advantages in wind and solar power and port infrastructure. It will follow a similar development model, aiming to build a complete value chain for renewable energy.
To support electricity exports and the development of new energy sources, the ministry has identified the central and southern regions as key areas, with an export capacity target of 5,000 to 10,000 MW.
Renewable energy will be prioritized for producing green hydrogen and green ammonia to serve both domestic consumption and export markets, with efforts concentrated in regions with strong potential and adequate infrastructure.
The goal is to achieve 15,000 MW of capacity, primarily from offshore wind power. Electricity exports will be evaluated individually for each project to ensure compliance with legal regulations.
The Ministry of Industry and Trade has issued Decision No. 1509/QD-BCT approving the implementation plan for the adjusted Power Development Plan VIII for the 2021-2030 period with a vision toward 2050, the Vietnam News Agency (VNA) reported.
Under the plan, by 2030, Vietnam’s power generation capacity is projected to include 22,524 MW from LNG-fired plants, 14,930 MW from domestic gas, 31,055 MW from coal, and 33,294–34,667 MW from hydropower.
Solar power capacity is expected to reach 46,459–73,416 MW, while onshore wind power is set to range from 26,066 to 38,029 MW. Offshore wind power targets are 6,000 MW by 2030 and 17,032 MW by 2035.
The adjusted Power Development Plan VIII also outlines directions for electricity imports and exports within ASEAN and the Greater Mekong Subregion.
Vietnam plans to increase electricity imports, mainly hydropower from Laos, with a capacity of 9,360 to 12,100 MW by 2030 under existing agreements. Imports from China will also be considered if conditions are favorable.
On the export side, electricity is identified as a new area of economic cooperation. Vietnam targets exporting 400 MW to Cambodia by 2030.
