HCMC – Petrovietnam Refining and Petrochemical Corporation (BSR), a refining member of Vietnam National Industry–Energy Group (Petrovietnam), plans to produce and supply between 80,000 and 100,000 cubic meters of E10 RON 95 biofuel gasoline per month.

The move is aimed at securing supply ahead of the official nationwide rollout of E10 gasoline starting June 1.

To support the target, Dung Quat Refinery, which is operated by BSR, is being maintained at optimal capacity to produce gasoline blendstock for mixing with fuel-grade ethanol. At the same time, Petrovietnam’s integrated biofuel value chain has resumed operations following the stable recovery of the Dung Quat Biofuel Plant, which is operated by Petrovietnam Central Bio-Fuels JSC (BSR-BF).

The biofuel plant is currently operating at 75–80% of capacity in May and is expected to raise output to 90% in June before reaching full capacity in the following months to secure feedstock supply for blending.

Under the integrated supply chain, BSR-BF supplies ethanol produced at the Dung Quat Biofuel Plant, while BSR receives and blends the ethanol with gasoline blendstock using its existing mixing facilities and large-capacity storage system. The integration between biofuel production and refining infrastructure is intended to support stable long-term fuel supply.

Before commercial distribution, a trial batch of around 18,000 cubic meters of E10 gasoline was certified by Quality Assurance and Testing Center 2 (QUATEST 2) as meeting technical requirements under Vietnam’s national standard QCVN 01:2022/BKHCN.

In addition to road distribution through tanker trucks, which has been maintained since 2025, BSR has expanded logistics capacity through maritime transport. On May 20, the company shipped its first 12,000-cubic-meter E10 cargo by sea through Dung Quat Refinery’s jetty to the vessel Au Lac Eagle, operated by Thanh Le Import-Export Trading Corporation.

The addition of maritime distribution is expected to improve supply flexibility and support broader nationwide distribution of biofuel products.

Under the implementation roadmap, beginning June 1, unleaded gasoline sold nationwide for gasoline-powered vehicles will be blended and supplied as E10 fuel. E5 RON 92 will continue to be blended and distributed through the end of 2030.
