HCMC – Hanoi will invest VND1.865 trillion to implement a program to reduce traffic congestion and ensure traffic safety in the capital city during the 2021-2025 period.
The municipal People’s Council, at a meeting held today, December 10, passed a resolution to implement the program, reported Lao Dong newspaper.
The total funding of the program comes from the city’s budget, with some VND335.5 billion being disbursed for this year. Additional funding will be VND343.3 billion for 2022, VND401.8 billion for 2023, VND425.8 billion for 2024, and VND358.8 billion for 2025.
The overall aim of the program is to make a drastic change in ensuring traffic order and safety and easing traffic congestion across the city, especially in the inner-city areas, urban areas, national highways and transport hubs.
Specifically, the program is set to annually handle from seven to 10 locations that are usually congested, limit the number of new congested areas, reduce the possibility of traffic congestion cases lasting over 30 minutes and eliminate traffic accident black spots to reduce traffic accidents by 5-10% per year in terms of the number of cases, deaths and injuries.
The program will also include activities to raise awareness and accountability over the political system, especially the heads of competent agencies in implementing tasks to ensure traffic order and safety and address traffic congestion.
The city will develop policies and complete its legal system in the transportation sector, as well as review and complete zoning plans to develop the transportation infrastructure system.
Further, under the program, Hanoi will expand and improve the quality and efficiency of the public transport system and restrict personal vehicles to reduce traffic congestion and environmental pollution.
