BOT toll stations sans ETC systems must stop operations from Dec 31

HCMC – Issuing a decision on non-stop fee collection on June 17, the Government ordered all build-operate-transfer (BOT) toll stations on which electronic toll collection (ETC) systems are yet to be installed to cease operations from December 31.

Under the decision, new stations can start toll collection only if they have ETC systems, VnExpress news site reported.

As for toll stations that are managed by the Vietnam Expressway Corporation (VEC) and have no ETC systems as VEC is yet to allocate capital for the installation, the prime minister assigned the Ministry of Transport and the Committee for State Capital Management at Enterprises to decide on funding for the project.

To expedite the installation of ETC systems at toll stations, the Government has also permitted BOT investors to design, install, manage, operate and maintain the systems. However, they should be connected with the existing ETC systems of toll collection service suppliers.

The owners of vehicles labeled with etags will have a traffic account to make automatic toll payments. These will display information about the owners of the vehicles, their ID numbers, the codes of enterprises, their transaction history, the weights of vehicles, seats, number plates and the account balance.

The owners of vehicles will be exempted from fees for the labeled etags for the first time prior to December 31, 2021.
