Deputy PM Le Minh Khai gets disciplinary warning from Politburo

HCMC – The Politburo has issued a disciplinary warning against Le Minh Khai, Deputy Prime Minister and former secretary of the Party Central Committee, and another disciplinary warning against the Standing Committee of the Party Committee of Lam Dong Province for the 2015-2020 and 2020-2025 terms.

The decisions were made during a meeting held in Hanoi on August 13, where the Politburo and the Secretariat of the Party Central Committee took disciplinary measures against Party members and organizations for their involvement in violations at the Dai Ninh urban development project in Lam Dong.

The Secretariat also gave a disciplinary warning to the Party Civil Affairs Committee of the Government Inspectorate of Vietnam (GIV) for the 2016-2021 term.

The Politburo and Secretariat, after reviewing the proposal from the Central Inspection Commission, found that the Standing Committee of the Lam Dong Party Committee in the 2015-2020 and 2020-2025 terms violated the principles of democratic centralism and working regulations.

In particular, the 2015-2020 Standing Committee failed to seek approval for forest planning and allowed the illegal issuance of documents related to forest management. This resulted in decisions regarding financial obligations, project supervision, and construction activities that violated the law and put the State budget at risk.

The 2020-2025 Standing Committee failed to address the proposed shift from forest to residential land in the Dai Ninh project. This committee exhibited a significant lack of responsibility by failing in adequate leadership and supervision, and by approving a golf club construction project in principle, which was in violation of regulations.

The failures prompted the committee’s permanent members to suggest that the prime minister endorse GIV’s inspection and verification of the Dai Ninh project. This led to extended delays and the continued implementation of the project in violation of regulations.

Between 2016 and 2021, the Party Civil Affairs Committee of the GIV failed to uphold the Party’s principles and regulations. This negligence led to the mishandling of a petition from Sai Gon Dai Ninh Corp, resulting in violations of the Inspectorate Law. The committee’s recommendations to extend the project and land use rights were also in contravention of regulations.

Individually, the Politburo found that Le Minh Khai, who used to serve as secretary of the Party Civil Affairs Committee of the GIV and Government Inspector General, had violated Party rules and State laws on the execution of his assigned duties and tasks.

He reportedly breached regulations on what Party members are prohibited from doing and his responsibility to act as role models, resulting in serious consequences and public outcry, and adversely affecting the credibility of the Party organization and the inspection sector.

The Secretariat also expelled 10 high-ranking Party members from the Ministry of Natural Resources and Environment, and the provinces of Lang Son, Yen Bai, Phu Tho, Bac Ninh, Binh Thuan, and Ca Mau.

According to the Secretariat, these individuals displayed degradation in political ideology, morality and lifestyle. They infringed Party and State regulations and violated the don’ts for Party members and the rules on responsibility of Party members to act as role models.

Their actions resulted in severe consequences and public disgrace, damaging the reputation of the Party and relevant Government agencies.
