Vietnam, China sign wide-ranging cooperation deals

HCMC – Party General Secretary and State President of Vietnam To Lam and Party General Secretary and President of China Xi Jinping on April 15 witnessed the signing of a series of key cooperation agreements between ministries, sectors, and localities of the two countries.

Following are some of the signed agreements:

  • A memorandum of understanding (MOU) on cooperation within the framework of the Global Security Initiative between the Government of Vietnam and the Government of China.
  • An MOU on cooperation between Hanoi, the capital of Vietnam, and Beijing, the capital of China, for the 2026–2030 period.
  • A protocol on the establishment, management, and operation of a ministerial-level hotline between the Ministry of Public Security of Vietnam and the Ministry of Public Security of China.
  • A cooperation plan between the Communist Party of Vietnam and the Communist Party of China for the 2026–2030 period.
  • A cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the International Liaison Department of the Communist Party of China.
  • An MOU between the Organization Commission of the Communist Party of Vietnam and the Organization Department of the Communist Party of China.
  • An MOU between the Ministry of Construction of Vietnam and China’s National Development and Reform Commission on implementing railway training cooperation to strengthen Vietnam’s railway workforce capacity.
  • An MOU on vocational education cooperation between the Ministry of Education and Training of Vietnam and the Ministry of Education of China.
  • An MoU on cooperation in information technology and digital transformation between the Ministry of Science and Technology of Vietnam and the Ministry of Industry and Information Technology of China.
  • An MoU between the Ministry of Justice of Vietnam and the Ministry of Justice of China on strengthening cooperation in resolving civil and commercial disputes involving border residents.
  • A certificate on handover of project documents on aid provided to Vietnam to do a feasibility study for the Lao Cai–Hanoi–Haiphong railway line between the Ministry of Construction of Vietnam and the Ministry of Commerce of China.
  • An agreement between the Government of Vietnam and the Government of China on cooperation and mutual administrative assistance in customs matters.
  • An MOU on the establishment of a negotiation working group to promote the development of cross-border economic cooperation zones between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China.
  • An MOU on the establishment of a working group on production and supply chain cooperation between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China.
  • A protocol on phytosanitary requirements for the export of pomelos and lemons between the Ministry of Agriculture and Environment of Vietnam and the General Administration of Customs of China.
  • An agreement to enhance cultural and art cooperation for 2026–2027 between Vietnam Television and China Media Group.
  • An exchange of letters on a project to build Phase 1 of the second campus of the Vietnam University of Traditional Medicine (VUTM) using non-refundable aid from the Chinese Government, between the Ministry of Health of Vietnam and the China International Development Cooperation Agency (CIDCA).
