EV registration fee exemption extension to 2030 proposed

HCMC – The Ministry of Finance of Vietnam has proposed extending the registration fee exemption for fully electric vehicles until 2030 to help accelerate the shift to greener transport and reduce emissions.

Under Decree 10/2022, battery-powered vehicles are subject to a 0% registration fee for first-time registration until 2025. After that, the rate is set at 50% of the fee applied to gasoline and diesel cars with the same number of seats.

To further encourage the use of battery electric vehicles, on March 1, 2025, the Government of Vietnam issued Decree 51/2025 amending and supplementing several provisions of Decree 10/2022. The decree extends the application of the 0% registration fee for first-time purchases through the end of February 2027.

Continuing to apply a 0% registration fee for battery electric vehicles would help develop the market, support the electric vehicle industry and related supporting industries, create jobs, raise incomes, ensure social welfare, generate spillover effects across other sectors, and promote overall economic growth.

According to the Ministry of Finance, after four years of applying the 0% registration fee, the number of battery-powered vehicles registered for the first time has surged.

From March 1 to December 31, 2022, there were 4,040 newly registered EVs, averaging 404 units per month. By 2025, the figure had risen sharply to 178,668, or an average of 14,889 units per month.
