Green growth takes center stage in Vietnam’s 2026-2030 ODA strategy

HCMC — Priority will be given to international ODA (official development assistance) and concessional loans for large-scale projects that drive green transition, digital transformation and climate resilience over the next five years.

This strategic shift, focusing on high-impact infrastructure and technology transfer, is the centerpiece of a newly approved master plan for the 2026-2030 period under Decision No. 441/QD-TTg. The Government aims to move toward “New Generation ODA” models, including budget support and result-based disbursements, to fuel sustainable development goals.

For the upcoming five-year cycle, the Government aims to harmonize domestic procedures with international donor standards to resolve long-standing bottlenecks in project approval and execution.

ODA will be positioned as a vital supplement to domestic public investment and private capital, specifically earmarked for sectors where private funding remains difficult to attract. Priority will be given to loans with high concessionality, low ties, and opportunities for advanced technology transfer.

By digitalizing ODA management and enhancing transparency, Vietnam seeks to build deeper trust with international development partners while mobilizing the necessary resources to achieve its 2030 development goals.
