Greenhouse gas inventory required for enterprises before end-March

HCMC – Businesses in certain sectors need to provide data for greenhouse gas inventory for relevant ministries before March 31, 2022, in compliance with Decision 01/2022 of the prime minister.

According to the Department of Climate Change under the Ministry of Natural Resources and Environment, around 1,192 facilities categorized in sectors such as energy, transportation, construction, industry, agro-forestry and land usage and waste are subject to the greenhouse gas inventory in 2022.

Specifically, it will be facilities that have annual greenhouse gas emissions of 3,000 tons of CO2 equivalent, thermal power plants, industrial production facilities with a total yearly energy consumption of 1,000 tons of oil equivalent (TOE), goods transport companies with a total yearly energy consumption of 1,000 TOE, commercial buildings with a total energy consumption of 1,000 TOE and solid waste handling facilities with an annual operating capacity of 65,000 tons.

For the first greenhouse gas inventory of 2022, each sector’s governing ministry will issue an official dispatch guiding relevant enterprises to collect and provide information for the ministry before March 31, 2023.

From 2024 onward, enterprises are required to make periodical reports twice a year addressed to the provincial people’s committee for assessment and evaluation.

For the period of 2026-2030, enterprises will have to develop a plan to reduce greenhouse gas emissions. During this, enterprises will send a report on the reduction of greenhouse gas emissions to the Ministry of Natural Resources and Environment as a governing authority in 2027.

In Vietnam, the organization eligible for measuring, reporting and verifying the greenhouse gas emissions reduction result is the Center for Low-Carbon Development under the Department of Climate Change.
